Inquisition Disbanded in Dragon Age: Dreadwolf

The BioWare canon for the Inquisition is that it is disbanded, and there are many who interpret the choice as disbanding either way, while I see it as publicly in tact or publicly disbanded. Will this choice carry over in Dragon Age: Dreadwolf, or will the Inquisition have dissolved by the start of the game?
